90th Texas Legislature | Issue 1
With a legislative session that lasts only 140 days every other year, time is always of the essence. One key indicator of legislative priorities, and an early clue to leadership’s agendas is the release of their Interim Charges. Long before the 90th Texas Legislative Session begins on January 12, 2027, various committees are already studying issues and laying the groundwork for potential legislative action.
As was the case last session, mortgage lending does not appear to be at the forefront of elected officials’ priorities. Based on the Interim Charges, we can expect a focus on familiar themes: 1) property tax relief, 2) the factors driving increases in insurance premiums and coverage denials, and 3) housing affordability. Another early indicator of legislative priorities is the prefiling of bills, which opens on the first Monday following the general election (a topic for a later memo).
These three Interim Charge topics have been assigned to four separate committees in the Senate (Business and Commerce, Finance, Local Government, and State Affairs), as well as four committees in the House. (Appropriations, Insurance, Land and Resource Management, and Ways and Means).
The Texas Mortgage Bankers Association is closely engaged in these issues having already provided testimony last month. And next month TMBA will be hosting their 2nd Housing Summit at the LBJ Library in Austin on November 15th. Don’t miss the opportunity to participate.
We will have another update or two before the convening of the 90th Texas Legislature in January. Followed by more regular updates tracking legislative initiatives that could affect the mortgage industry.
